During the period 22-23 January 2019, the Plenary of European Data Protection Board, body with legal personality, established based on Article 68 of the General Data Protection Board, took place.

With this occasion, the European Data Protection Board adopted the final version Guidelines no. 4/2018 on the accreditation of certification bodies under Article 43 of the General Data Protection Regulation (2016/679), which aims at establishing the general criteria for the certification mechanisms issued in accordance with Article 43 of the Regulation. The Annex is subject to public consultation.

During this reunion, the Board adopted the EU - U.S. Privacy Shield - Second Annual Joint Review Report and the Opinion concerning the Questions and Answers which refers, in particular, to the adequate legal base in the context of clinical trials and the secondary processing of personal data collected following the clinical trials for scientific purposes.
