In continuation of the information campaign within the public sector at national level, on the 29th July 2015 and 30th July 2015 two reunions titled “The protection of personal data within the local public administration” will be organised in Alba and Sibiu respectively; these events are supported by the institutions of the prefects of Alba and Sibiu counties. 

The events will be attended by representatives of local public authorities and decentralised services of ministries and of other bodies of public administration.

On this occasion current issues on ensuring the protection of personal data by data controllers in the public sector will be discussed.

We would like to mention that local public authorities as well as those at county level are exempted from the obligation to submit a notification for the processing of personal data provided as their tasks by law (taking into account their specific attributions), according with the provisions of Decision 23/2012 of the National Supervisory Authority for Personal Data Processing; however, these bodies have to notify the processing of personal data carried out through video surveillance means, according to the provisions of Law no. 677/2001 and those of article 14 of Decision 52/2012 of the National Supervisory Authority for Personal Data Processing.

In all cases, local public authorities and those at county level are under the obligation to observe the provisions of Law no. 677/2001, both as regards the conditions of processing personal data, on ensuring the confidentiality and security of personal data, as well as regards ensuring the exercise of data subjects’ rights (rights of information, access, intervention, opposition).

These bodies are also under the obligation to apply adequate technical and organisational measures in order to protect personal data against accidental, illegal destruction, loss, modification, disclosure or unauthorised access, as well as against any other form of illegal processing, in accordance with the provisions of Order 52/2002 on the minimum security measures.
